PROJECT: Support to the Ministry of Science and Education in further development of NQF Level 5 qualifications and strengthening the resilience of the education system in Azerbaijan

 

 

PROJECT BACKGROUND INFORMATION

The Government of the Republic of Azerbaijan is committed process of the national education system reform. It has declared education as one of the main priority areas for state policy. The critical and longer-term aim is to align the country's education policies with its changing demographics, skills required to compete in the 21st century, and efficiently and effectively allocate financial resources.

 

PROJECT OBJECTIVE:

The overall objective of this project is to contribute to the modernisation and quality of the education system, including vocational education and training, in a lifelong learning context

 

Vacancy overview:

We are seeking a highly motivated Junior Non-Key Expert for Institutional Development and Capacity Building to join our team in Azerbaijan. The expert will participate in the efforts of implementation of the outputs within the working groups throughout the project's duration. While supporting to create key documents the NKE will be involved in conducting basic analyses of current practices, legal and strategic frameworks, and resource assessments.

 

Responsibilities and Tasks:

The Junior Non-Key Expert for Institutional Development and Capacity Building will be responsible for the following tasks:

  • Conduct a training needs analysis for working and training groups, which includes submitting an online questionnaire, analyzing responses, conducting a focus group meeting, and creating a report for each group.
  • Participate in the preparation of capacity building and training programs for the working and training groups.
  • Prepare working group meetings and training seminars, including delivery of invitations, updating the list of participants, attend meetings, take minutes collect feedbacks and evaluation sheets, analyze them, and provide short reports.
  • Keep documentation on working group meetings and trainings, including minutes and lists of participants, monitors the participation of group members to achieve the Project indicators.
  • Support members of working groups and training groups in performing their follow-up activities between meetings and seminars, keep records of follow-up activities.
  • Support the development of key documents within the project, including Data Analytics Strategy, National Framework for Students assessment, Models for teacher professional development, methodological support to teachers, and the Midterm Strategy of the IoE by conducting simple analyses of current practice, legal and strategic framework and resource analyses.
  • Support the pilot activity of national testing of students at the end of the 4th grade in the organization and implementation of the activity.
  • Support the preparation of post-training reports to further support improvements of the capacity building package on curriculum development.
  • Support the pilot activity of testing teacher candidates and testing teachers for certification in the organization and implementation activity.
  • Participate in the process of developing the methodology of functional and organizational analyses and support the analyses process through focus group meetings and interviews with key staff at the Institute of Education. Also, support the process of strategic development, conduct training needs analysis, participate in workshops and training activities, keep records, and analyze feedback

 

Minimum Requirements:

  • At least a bachelor's degree in Education, Social Sciences, or other relevant qualification;
  • Fluent in English and Azerbaijani languages (both verbal & written);
  • At least 5 years of general work experience, out of which at least 3 years in the education/training sector;
  • Clear understanding of education sector of Azerbaijan proven by at least 2 years of relevant working experience in at least one of the following areas: general education, students assessment, curriculum development or development of textbooks; continuous professional development of teachers, teacher recruitment and certification, educational research; quality assurance in education;
  • At least 2 years of experience in at least one of the following areas: training provision/organization, development of training/textbooks/teaching materials;
  • At least 2 years of working experience in capacity building activities whereas he/she delivered trainings, preferably in the education sector in Azerbaijan.
  • Previous experience with international organizations or EU funded projects.
  • Good analytical, inter-personal, and presentation skills.

 

ADMINISTRATIVE INFORMATION:

The consortium led by EPRD Poland has been contracted by the European Union Delegation in Azerbaijan for the implementation of this project. The project duration is 34 months and started in February 2023.

The Non-Key Expert will be provided with working space at the project office in Baku, including access to the Internet, a printer, and a photocopier. The Expert is expected to use his/her laptop during the implementation of this assignment.
