Socio-Economic Development Activity (SEDA) is seeking to hire an Azerbaijan-base data base expert to complete the assignment described in this announcement.

Interested experts should submit the documents listed in the “Required Documents” section of this solicitation the latest by the end of the day on Friday,July 24, 2012. Please, submit documents in a sealed envelope which should be written as following:

Background

The East-West Management Institute (EWMI), in a strategic partnership with the Baku-based UMID - Support to Social Development Public Union, and the International Center for Not-for-Profit Law (ICNL) is implementing the Socio-Economic Development Activity in Azerbaijan (SEDA), a five-year project funded by the United States Agency for International Development (USAID) and co-financed by the Government of Azerbaijan. SEDA will be implemented in close cooperation with Government of Azerbaijan governmental institutions at the central and local level, starting with the Ministry of Economic Development, SEDA’s key governmental counterpart, the Council of Ministers, and the State Council for Support to Non-governmental Organizations (CSOs), as well as the Executive Committees (ExComs) and municipalities in the regions where SEDA will work.  SEDA began on October 1, 2011.

SEDA will contribute to the advancement of the socio-economic development at the regional level in Azerbaijan by providing support for community-driven socio-economic development projects and strengthening stakeholder participation in setting priorities for socio-economic strategies and programs in the regions. SEDA’s work will focus in Aran and Guba-Khachmaz regions, as well as a third region starting in the second year of its implementation. SEDA will strive to achieve its goals through the implementation of three complementary components.

Under the first component, SEDA will work to: (i) revitalize and establish Community Development Councils (CDCs) in more than 100 rural communities in Aran, Guba-Khachamaz, and a still to be determined third region; (ii) strengthen CDCs’ capacity through training, networking, information and experience sharing; and (iii) support 150 socio-economic development projects and 12 cluster projects in these communities. SEDA will particularly seek to support initiatives that develop professional skills of farmers, support agribusinesses, and introduce new practices of public housing management at the community level. 

Under the second component, through a combination of grants and technical assistance, SEDA will work to build cohesive networks of non-governmental, governmental, and private sector stakeholders that work together on regional socio-economic development initiatives. SEDA will reach out to and support trade, professional, and farmers associations to advance their agenda and strengthen their organizational and advocacy capacity.

Under the third component, SEDA will support efforts by Government of Azerbaijan’s local and central institutions to develop and use an inclusive approach to regional socio-economic development, including preparation of a regulatory framework for local and central level citizen participation, as well as piloting of small scale public private partnerships. At the local level, SEDA will work closely with Regional Offices of the Ministry of Economic Development, municipalities, and ExComs. 

  • Scope of Work

Data Basis for Community-Driven Projects and Grants
SEDA will develop two Access-based data basis to manage information under its Component One: Socio-Economic Development Projects and Component Two: Civil Society Strengthening.  The data basis will serve to: (1) record key information respectively on community-driven socio-economic development projects that SEDA will support and SEDA grants to civil society organizations (CSOs) for the project duration(five years); (2) produce various reports on community-driven socio-economic development projects grants to CSOs; and (3) generate M&E data for various indicators for SEDA’s Performance Monitoring Plan.

Tasks

The Expert will:

  • Review and provide feedback to the functional requirements for the data basis;
  • Develop the data basis in response to the functional requirements provided by SEDA;
  • Revise and finalize the data basis to address SEDA’s comments and suggestions;
  • Train SEDA staff on inputting data, updating the data basis, and generating reports;
  • Provide online support for troubleshooting in the first two months of the data base operation.

Deliverables
The Expert will provide the following deliverables:

  • Written feedback to the functional requirements for the two data basis
  • Draft SEDA Community Projects Data Base
  • Final SEDA Community Projects Data Base
  • Draft SEDA Grants Data Base
  • Final SEDA Grants Data Base
  • Manual on Data Base use
  • Completed training for SEDA staff on data usage

Reporting
The Expert will work closely with Sardar Huseynov, SEDA M&E Specialist, Oleg Amrahov, SEDAProject and Grant Manager, and will report to Ziba Guliyeva, SEDADeputy Chief of Party, and Delina Fico, EWMI Director for Civil Society Programs.

Estimated Dates
The assignment is expected to start on August 6 and be completed by October 15, 2012, as per the following schedule:

  • SEDA selects the Expert:July 30 -August 3, 2012
  • The Experts develops the data basis:August 6 – September 14, 2012
  • The Expert trains UMID and SEDA staff: September 17 - 21, 2012
  • The Expert provides online support to SEDA staff:September 14 – October 15, 2012

The following two annexes provide specific functional requirements for the data basis:

Annex 1: Draft Functional Requirements for SEDA Community Socio-Economic Projects
Annex 2: Draft Functional Requirements for SEDA Grants Management Data base.
Annex 3: Bio Data form should be filled and submitted by interested experts.

  • Requirements

Qualifications
SEDA is seeking to hire an Azerbaijan-based expert to complete the assignment as per this SoW. More specifically, the expert should:

  • Have at least five years of experience on data base development;
  • Have a proven track record of developing similar Access-based data basis
  • Have a proven track record of meeting client’s expectations, including meeting the deadlines
  • Be registered as an individual taxpayer
  • Have no legal or professional constraints that could hinder his ability to successfully complete this assignment.

Required documents
The interested experts should submit the following documents:

  • A CV
  • Names and contact addresses for three professional references/clients
  • Examples of similar data basis that the respective expert has developed
  • A copy of the Individual Tax Registration
  • A signed statement to confirm that the expert is available and capable to complete the assignment within the timeframe described in this SoW
  • A cost proposal for completing the assignment as per this SoW (number of expert’s days needed to complete the assignment, the expert’s daily rate, and any other costs that the expert expects to incur).
  • The filled and signed bio data form (see Annex 3).
