Vacancy: International Municipal Solid Waste Engineer (MSWE)

Qualifications and skills

• preferably 5 years of previous international professional experience in solid waste management including waste management infrastructure, solid waste collection, route optimisation, performance assessment of waste collection infrastructure, and smart/digital solutions for waste collection.;
• project experience in comparable projects;
• knowledge of waste management infrastructure, solid waste collection vehicles and equipment (including street cleaning) and their manufacturing sector;
• proven experience in route optimization, performance assessment of waste collection infrastructure and smart/digital solutions in waste collection;
• good knowledge and practical experience of works supervision, taking into account the requirements of Azerbaijani legislation;
• project experience gained in the region;
• proficiency in written and spoken English;

Role in the assignment:

The MSWE shall be mainly responsible for development of the Client’s requirements for procurement packages and for the introduction of Smart Waste collection initiatives. In this respect the expert shall work together with the MSWD, Procurement specialist and the PM to develop comprehensive set of requirements/designs/technical specifications for procurement of all packages as included in the Procurement Plan.

In particular, the expert’s duties are described in:

• 3.2.1.4 Preparation of Conceptual Designs and Technical Specifications
• 3.5 Introduction of Smart Waste Collection Systems

In addition to the above the expert shall work closely with the Client and the procurement specialist during the procurement phase. The expert will be expected to provide technical expertise necessary for evaluation of technical proposals, as well as contract finalisation and any relevant technical meetings/negotiations.
