AZERBAIJAN YOUNG LAWYERS' UNION (AYLU)
On January 4, 2000, in UNDP/UNDESA NGO NRTC was carried out " a
round table " on a subject " Problems of practical education of the young
lawyers" with participation about 40 law students. On a measure participated also
deputy of Azerbaijani Parliament Shahlar Askerov, NRTC coordinator Jafar Jafarov, famoust
lawyers and human rights defenders Mehdi Mehdiev, Annagi Gajiev, Intigam Aliev, namik
Alekberov and others.
On February 3, 2000, AYLU and Ministry of Youth and Sports hold the
conference on Youth Day. In this conference discussed the youth problems and the topic
"youth and legislation". On a measure participated the deputies of Parliament,
NGO leaders and law students.
From February 29, 2000 - to March 10, 2000 Azerbaijan Young Lawyers'
Union and Sociaty for Humanitarian Research (SHR) were carried out "NGO Management
Training Courses" for University students. The courses has been organized in
AZERBAIJAN University. Training courses are being led by Director of SHR Avaz Hasanov and
Vugar Mamedov.
On March 2, 2000 AYLU leaders Nadir Adilov and Ramil Iskenderov
participated on a meeting of COE representatives Mcbrian, Kojemyakov and Benites with the
Human rights NGOs leaders Eldar Zeinalov, Aslan Ismailov, Arzu Abdullaeva and others. At
the meeting there were disscused the human rights problems in Azerbaijan.
On March 7, 2000 at the AYLU offise has been organized the meeting of
the director of the Human Rights Center of Azerbaijan Eldar Zeinalov with the law
students, members of AYLU. At the meeting Eldar Zeinalov talked about NGO management,
human rights situation in Azerbaijan.
On March 25-27, 2000 Azerbaijan Young Lawyers' Union project, which
called "Enlightment of youth against illegal migration", won at the grant
competition announced by International Organization for Migration and "Hayat"
Humanitarian
Organization. And from April 1, 2000 AYLU began to realize this 4 monthly project. The
project will completely be devoted to the youth. The youth is a part of the population,
which is more interested in the illegal migration. We mentioned before different reasons
causing illegal migration. That is a way for our youth to escape from their military
service and obligations and to leave our country for neighbouring and other foreign
countries with aim to earn money. Influence of the project on the mentioned problem.
During the implementation of the project young people increased their knowledge about
migration and legal responsibilities caused by illegal migration.
From April 2000 AYLU realized the project "electronic legal
servises for NGO's". As a part of the project AYLU received from all NGOs which are
have email question about legal problems and answered to them with the participation of
professional legal advisers. Every Monday AYLU send to the all NGOs "LAWs of
Azerbaijan Republic" by email.
On December 2000, AYLU won the grant from Open sociaty Institute to
more effectively realizing this project.
On April 12, 2000 in NGO RTC conference hall, Young Lawyers' Union has
organized a conference, which was called "Youth and Illegal Migration". The
conference was part of the grant, won at the tender, held by International Organization
for Migration and "Hayat" Humanitarian Organization. The conference was attended
by students of universities, representatives of national NGOs dealing with migration,
experts of government and international agencies.
The seminar's main speaker was Mr.Vafaddin Ibayev from Constitutional Court, who made a
presentation on irregular migration, its causes and dangers. Then discussions took place
with the participation of Mr.Fariz Ismailzade from HAYAT, Ms. Elmira Alekperova of IOM,
representatives of other NGOs and youth. The seminar was an attempt to raise awareness of
Azeri youth on problems of irregular migration and national legislature about it. There
were participated approximately 40 participants in the seminar.
On Aprel 2000, Young Lawyers' Union had published two books on
migration problems. These books are part of Small Project Funds, that they have received
as a result of tender, conducted by HAYAT. Small Project Funds have been financed by
International Organization for Migration. The titles of the the books are:
1) What is labour migration?
2) Migration and legislative ways of its regulation
Books are distributed free of charge.
On May19-20, 2000, Azerbaijan Young Lawyers' Union and Azerbaijan
University jointly with the Threshold Foundation (Ottersberg,Germany) organized 2 days
training course. The courses have already finished. At the opening ceremony made a speech
Prf.Dc.Selaheddin Khalilov (rector of Azerbaijan University), Burkhard Luber (executive
director of Threshold Foundation), Mr. Wolfgang Burkhard (representative of German Embassy
in Azerbaijan), Mr. Lutful Kabir (UNDP/UNDESA Chief Technical Adviser) and Intigam Babayev
(Vice Minister of Youth and Sport). During the training Mr.Burkhard give very useful
information on writing applications, contucting Fund-givers on INTERNET, about virtual
diplomacy of NGOs. On the second day of training the participants learned about Online
Tools for NGOs. Participants which succesfully complete the training, get the
certificates.

The training was held at the Azerbaijan University conference hall and AYLU office. The
training was executed by Dr Burkhard Luber from the Threshold Foundation. Burkhard Luber
works with a wide range of NGOs abroad for more than two decades and is editor of the
"Grassroots Good News", an on-line magazine for conflict management, human
rights and environment issues..
In 3 June 2000 AYLU participated at the first Azeri NGO's exibition by
the financial support of ISAR/Azerbaijan.
On June 11, 2000 in capital of Georgia - Tbilisi NGO has been held the
conference on Caucasian Migration Sector. The conference was carried out in frameworks the
programs of the International Organization on Migration " Development of Migration
NGO sector at support of Association UN of Georgia, Sociological Association of Armenia
and Organization "Hayat" (Azerbaijan). At a conference AYLU represented by Nadir
Adilov and Ramil Iskenderov.
On June 2000, realise the project "Legal enlightement of youth on
illegal migration" in Khachmaz region. This project have been financed by
International Organization for Migration. As the part of the project AYLU already
distributed the books on migration among the Khachmaz youth. AYLU also hold the seminars
on migration problems. One of them was held at the Human Rights Resourse Centre in
Khachmaz at 21June 2000. The seminars were part of the project , which was the winner of
the tender, announced by International Organization for Migration and "Hayat"
Humanitarian Organization. The seminars were attended by local NGOs which working in
Guba-Khachmaz region. The seminar's main speaker was Mr.Nadir Adilov, who made a
presentation on irregular migration, its causes and dangers. Coordinator of the Resourse
Centre Solmaz Mehdiyeva also made a speech and talked about problems of local NGOs which
situated in Khachmaz region. She said that the seminars which were hold by Azerbaijan
Young Lawyers Union were very important for local NGOs. The seminar was an attempt to
raise awareness of Khachmaz local NGOs on irregular migration and national legislature
about it. There were total of 20 participants in the seminar.
On June 2000 Young Lawyers' Union also published third book on
migration problems. These books are the part of Small Project Funds, that they have
received as a result of tender, conducted by HAYAT. Small Project Funds have been financed
by International Organization for Migration. The title of the third book is:
"Criminal Responsibilities Caused by Illegal Migration".
On Jule 2000, AYLU members Rustam Aliev and Farid Mamedov created
website about Karabakh conflict. (www.karabakh.org)
This site includes the trues about Karabakh war and history of this region. You can also
find information concerning Khodjali genocide in this site.
From August, 2000 to present AYLU realising the progaram which called
"Improvement of practical skills of law students". The programm implementing by
the own power of AYLU members. As a part of program AYLU published the info-bulleteen
"Young Lawyers". The law students also participating at the criminal and civil
court proseses as an observers.
On October 16, 2000 at the AYLU offise has been organized the meeting
of the director of the Independent Sociaty for Human Rights in Georgia Uche Nanuashvili
with the AYLU leaders Nadir Adilov, Ramil Iskenderov and Elmar Mamishev. At the meeting
Uche Nanuashvili talked about human rights situation in Georgia. At the meeting also
discused the ways of future collaborations beetwen above mentioned organizations.
On 7 November, 2000 AYLU as a part of Electronical legal Aids programm
sent via email the law of Azerbaijan Republic on NGOs in native language. AYLU email
address book includes more than 150 email addresses.
On December 6, 2000 in AYLU offise was held the meeting of AYLU
leaders Ramil Iskenderov and Elmari Mamishev with the "Project harmony" Program
Director Paul Lawrence and Azerbaijani coordinator Gurbanali Alekperov. At the meeting
Ramil Iskenderov informed the quests about AYLU activities.
Paul Lawrence said:
"Project Harmony is a not-for-profit organization founded on the belief that
active citizenship and community involvment strengthen the international community.
Project Harmony has 17 representative offices in the US, Russia, Ukraine, Armenia,
Azerbaijan and Georgia and currently works in four main areas:
- Professional Development
- Educational Programs
- Internet Technology
- Community Development
The first year of the program aims to develop two distinct online communities-one
serving the development of small businesses and one serving organizations that aid
refugees and internally displaced persons (IDPs)". At the end meeting Ramil
Iskenderov said that AYLU hopes to collaborate with "Project Harmony" in the
future. The first step of collaboration will be participating of Ramil Iskenderov at the
"Project Harmony" and FANGOMs members meeting on 14 December, 2000 at the
"Hayat" International offise.
